That is not paint.  Its a different layer of rock in what makes up Rochester Geology.   If you notice, it is bookended by different layers.  There are many messages here.  One is that these rocks have been here for probably millions of years. They have been there through the Iroquois Nation, and for all of the History of this country.  The sun will rise,  the sun will set, and these rocks will still be there. Summer can come and winter can come, and they will be there.  The second is do you see that layer of rock as the Obama presidency or as the Trump presidency.  If you see it as the Trump presidency then the question is what are you going to do,  to make it only last  for 4 years. At the end of 4 years the next president can take steps to put back in place the Obama policies you liked.  If you see it as the Obama presidency then you are already on the way to making it so.  If you see it as the Trump presidency then, other than posting on Facebook, ask yourself, what am I doing tomorrow to make this a reality.  Then start doing it.
